William, I realize this post was from a year ago, but in the even it happens again or another site has this issue I wanted to try and respond. Since this behavior is machine specific, but for all users, my first thought would be to rename the Solomon.ini in all users profiles. old 2009 data makes me suspect an old archival DB that has been selected when logging into SL vs. the current production DB. Accessing an archival DB can cause this behavior since it would allow view permissions, but you could not change anything.
